December, 1 The European Parliament urged Ukraine to
2004 conduct repeated presidential elections and
solve the crisis by means of democratic
methods. More than 500 representatives of
diplomatic service of Ukraine announced that
Ukraine deserved the leader with a real
mandate of people’s confidence. The
Supreme Council by 229 votes “for”
expressed its nonconfidence to Yanukovych’s
government. The Cabinet of Ministers
resigned.
December, 3 The litigation chamber of civics of the
2004 Supreme Court of Ukraine reached a verdict
to recognize the presidential election results
of the second round of November, 21 to be
invalid. The actions of CEC regarding the
results of the repeated voting to be
illegitimate. The CEC resolution about V.
Yanukovych’s victory was cancelled. The
second voting was set on December, 26.
December, 8 The Supreme Council approved amendments
2004 to Constitution and electoral laws.
Deputies (by 402 votes) supported a line of
laws, which implemented innovations to the
system of elections (the proportional system
was introduced) to the legal status and
competence of the Supreme Council of
Ukraine and terms of elections (5 years).
Mechanisms of deputies’ authority
termination were regulated, coalition
