1927-1928 The crisis of grain purchases, which was
caused not only by poor harvest, but also by
the so-called “price scissors”, that is inflated
price for agricultural production. In January,
1928 Y. Stalin blamed rich peasants for
sabotage of grain purchases and appealed to
charge them by the Criminal Law article
about speculation. It demonstrated the refusal
from NEP principles, as economic methods
of grain purchases were substituted with
administrative-judicial ones. It was resolved
to make peasants pay pre-term. In 1928
rationing system was introduced.
May-June “The Shakhty case” – was a law proceeding,
1928 framed-up by organs in case of “Saboteurs”.
But actually, it was an action against old
specialists of coal industry of Donbas. &
people out of 49 convicted were shot. It
became the beginning of campaign of
searching enemies, fight with “saboteurs” and
confirmation of Y. Stalin’s thesis about
strengthening of class struggle in the course
of socialism construction.
October The start of the first five-year plan - 1928-
1928 1932..
November The establishment of the first machine-and-
1928 tractor station (MTS) to ensure successful
collectivization. There were 592 MTS in
Ukraine by the year 1932.
January, 27 - The establishment of the Organization of
February, 3 Ukrainian Nationalists (OUN) at the
1929 congress in Vienna. It became possible to
