districts (povity) regions (rayony) and
districts (okruhy) were introduced. In 1925
provinces were eliminated. The three-link
management system was introduced (centre-
district-region). In 1932 oblasts were
introduced. The management system became
region-oblast-centre.

Rakovsky, the head of the Soviet People’s

Committee of USSR, spoke about restrictions
of the republic, imposed by the centre, the
violation of federalism principles. He was
dismissed from his position after that. The
Congress proclaimed the policy of
“rootizaton” of party-state apparatus in non-
Russian republics. In Ukraine this policy was
called Ukrainization.
