republican institutions. The union government
                              was  in  charge  of  political  foreign  affairs,
                              army  and  navy,  foreign  trade  and  means  of
                              communication.  The  Constitution  provided
                              for  the  right  of  each  republic  to  leave  the
                              USSR, but it was of a declarative nature as it
                              would  be  necessary to get the permission of
                              RCP(b). The mechanism of that right was not
                              even worked out.
            March 1924        Mykhailo     Hrushevsky     returned    from
                              emigration.
            October           The Moldavian Autonomous Socialist Soviet
            1924              Republic  (MASSR)  was  established  in  the
                              structure of USSR. It had been within Ukraine
                              till  1940,  when  the  separate  Moldavian
                              Republic  was  established  in  the  Union  of
                              Socialist Soviet Republics.
            March 1925        Voluntary  dissolution  of  the  Ukrainian
                              Communist Party, which shared the views of
                              national  communism.  Some  of  its  members
                              were  admitted  to  the  Communist  Party
                              (Bolshevist) of Ukraine (CP(b)U), which was
                              the  only  party  on  the  territory  of  Ukraine.
                              Other  parties’  activity  was  banned.  Thus,  a
                              single-party system was introduced.
            May               IX  All-Ukrainian  Congress  approved  a  new
            1925              text  of  Constitution  of  the  USSR.  It  legally
                              consolidated  Ukraine’s  joining  the  USSR,
                              Moldavian  ASSR  establishment  as  a  part  of
                              Ukraine  and  a  new  administrative-territorial
                              division of the republic.
            July              The  establishment  of  the  Ukrainian
