teacher (2400 krones) was almost equal to the
salary of prime minister S. Holubovych (3500
krones).

1919 which, the citizenship was given to persons,
who had a permanent residence for 5 years.
Work in state establishments and
organizations were allowed only after taking a
civil oath. The persons, qualified as
“foreigners”, had the right to leave the state
from May, 26.

1919 According to its terms, landlords’ lands were
passed to the land stock. The land district
commission with a 3-year authority and
commissions in communities with one year of
authority were in charge of land issues. The
article 18 provided: “… land allotment cannot
be started before the war was over and before
returning soldiers and captives back home”. It
was banned to take and distribute lands
without permission. The violation was
punished by 6-month imprisonment or 10-

to avoid accusation of “Bolshevist
orientation” and inclination to revolutionary
appropriations. That was the reason, why
peasants were dissatisfied; they did not want
to wait any more and captured landlords’
