Council of State Secretaries was established.
                              S. Holubovych headed it. The reorganization
                              of  state  and  government  structures  was
                              finished.
            January, 7        Czechoslovakia,  having  the  permission  of
            1919              Entente  countries,  occupied  the  western  part
                              of Transcarpathia including Uzhhorod.
            January, 21       Nationwide     meeting     of    “Hungarian
            1919              Ukrainians”  in  Khust.  They  resolved  to  join
                              UPR.
            January, 22       The Unification Act of WUPR and UPR.

            January, 23       The  uprising  of  Khotyn’  against  Romanian
            1919              occupation  of  Bessarabia.  Romanian  troops
                              suppressed  the  uprising.  The  part  of  rebels
                              crossed  the  Dniester  river  to the  territory  of
                              Ukraine.
            February, 13      The  law  “About  Fundamentals  of  School”
            1919              proclaimed schools to be state establishments;
                              teachers were considered officers of  state.  It
                              was  allowed  opening  private  schools;  the
                              Ukrainian  language  became  primary  in  state
                              schools;  national  minorities, Poles and Jews,
                              had the right “to get schooling in their native
                              language”.
            February, 14      By  a  special  law  Ukrainian  private
            1919              gymnasiums  were  nationalized  in  Dolyna,
                              Horodenka,  Rohatyn,  Chortkiv  and  Yavoriv.
                              Training  colleges  for  girls  were  nationalized
                              in  Kolomyia,  Lviv  and  Ternopil’.  20
                              gymnasiums,  30  secondary  schools,  3  real
                              gymnasiums,  7  teaching  seminaries  for  boys
                              and girls.
