                              The WUPR national domain was to embrace
                              lands,  mostly  populated  by  Ukrainians  and
                              marked  on  the  ethnographic  map  of  Austro-
                              Hungarian  monarchy  dated  by  the  year  of
                              1855.  It  was  about  70  thousand  square
                              kilometers. The population (by the beginning
                              of November, 1918) counted 6/2 mln. people
                              (Ukrainians – 71%, Poles – 14%, Jews – 13%,
                              2% - other nationalities, primarily Germans).
                              The only statement of authority was given to
                              people, who, on the basis of universal, equal,
                              direct, secret and proportional suffrage had to
                              elect  the  members  of  WUPR  Constituent
                              Assembly.  By  that  moment,  people  had  to
                              express  their  will  through  National  Council,
                              as a legislative organ and State Secretariat as
                              an  executive  organ  of  power.  The  national
                              emblem  of  WUPR  was  a  golden  lion  on  a
                              blue  background,  looking  in  the  right
                              direction.
            November, 13     The  order  about  mobilization  of  citizens  to
            1918              Ukrainian  Galician  Army  (UGA).  It  was
                              signed  by  the  Head  of  State  Secretariat  K.
                              Levytsky  and  State  Secretary  of  Military
                              Affairs  D.  Vitovsky.  The  nucleus  of  UGA
                              was  represented  by  the  legion  of  Ukrainian
                              Sich  Riflemen.  The  army  formation  was
                              carried  out  by  the  most  effective  way,  from
                              below; that is why military units were called
