formation of Ukrainian state within Austria-
Hungary”.
October, 28 Polish Liquidation Commission was
1918 established in Krakiv. It declared that the
whole Halychyna had to become the part of
Poland. On November, 1 the commission had
to arrive in Lviv to take the authority of
Austrian vicegerent of Halychyna general K.
Huino.
October, 31 Late in the evening the meeting of National
1918 Council’s and Military Committee’s
members took place. It was announced that
due to no orders from Vienna, vicegerent in
Lviv refused to pass authority to Ukrainians.
On behalf of Military Committee, sotnik D.
Vitovsky declared the necessity to take power
immediately. Otherwise, it could be taken by
the Polish. It was resolved to organize armed
revolt during the night of November, 1.
November, 1 At four in the morning Ukrainian military
1918 men (nearly 1.5 thousand) seized the city hall,
vicegerency building, commandant’s office
and arrested K. Huino. At 5 o’clock the city
telegraph was taken, railway stations were
taken a few hours later. Thus, the power in
Lviv passed to Ukrainians. The yellow-and-
blue flag was put on the top of the city hall.
The upheaval took place in other cities and
villages of Eastern Halychyna without any
serious obstacles. In its proclamation of
November, 1 the Ukrainian National Council
declared, “by will of Ukrainian people the
