            November,  2     The  public  meeting  in  Bukovyna  (about  40
            1918              thousand  people)  in  Chernivtsi  resolved  to
                              reunite  with  the  newly  proclaimed  in  Lviv
                              Ukrainian  State.  The  Ukrainian  Regional
                              Committee  was  elected.  O.  Popovych,  a
                              writer,  headed  it.  But  on  November,  5  the
                              Romanian  government  ordered  troops  to
                              occupy  Bukovyna.  On  November,  11  they
                              occupied Chernivtsi.
            November, 5       The  appeal  of  Ukrainian  National  Council
            1918              with a Manifesto to people, where universal
                              suffrage,  equality  of  all  citizens  irrespective
                              of  their  faith,  language,  status  or  sex  in  the
                              face  of  law,  8-hour  working  day,  social
                              defence  of  elderly  people  and  the  disabled,
                              labour  protection,  civil  order  and  agrarian
                              reform were proclaimed.
            November, 9       To  implement  the  declared  statements  of
            1918              manifesto,   the    government     –   State
                              Secretariat,  was  formed  (it  was  renamed  in
                              the  Council  of  State  Secretaries  in  time),
                              headed by lawyer K. Levytsky. On November,
                              9  Ukrainian  National  Council  approved  the
                              new  name  of  the  state:  The  Western
                              Ukrainian People’s Republic (WUPR).
            November, 13     “The  Temporary  Fundamental  Law  about
            1918              State  Independence  of  Ukrainian  lands  of
                              the former Austria-Hungary” was adopted. It
                              consisted of 5 articles:
                              1) the name of the state;
