            March, 18         The  conclusion  of  peace  treaty  of  RSFSR,
            1921              USSR and Poland in Riga. Poland recognized
                              the  existence  of  USSR.  Poland  took  the
                              territories of  Chelm  Land, Podlesia, Western
                              Volyn’ and  Western Polissya. Other parts of
                              Right  Bank  Ukraine  were  given  to  USSR.
                              Eastern Halychyna was a part of Poland.

               PART ІV The rule of West Ukrainian People’s Republic
            October, 16       The  manifesto  of  Austrian  Caesar  Carl  І,
            1918              who  proclaimed  the  change  of  Austria-
                              Hungary  into  the  union  of  states,  that  is,  a
                              federative  state.  The  manifesto  guaranteed
                              restoration  of  Polish  state  and  gave  no
                              promises as for Ukrainian state.
            October, 18-19    “The council of men of trust” was convoked
            1918              in  Lviv.  It  was  a  meeting  of  nearly  500
                              representatives  of  Ukrainian  political  parties
                              of  Halychyna  and  Bukovyna,  deputies
                              (ambassadors) of the parliament and regional
                              seyms,  bishops  and  public  figures.    They
                              elected the Ukrainian National Council as a
                              supreme  organ  of  power  of  all  lands  of
                              Western Ukraine. Y. Petrushevych, a lawyer,
                              headed  it.  Ukrainian  National  Council  in  its
                              manifesto  proclaimed,  that  “the  whole
                              ethnographic  region  of  Ukraine  in  Austria-
                              Hungary…represents  itself  as  a  Ukrainian
                              territory…That territory became, according to
                              constitution,  as  Ukrainian  state…”  K.
                              Levytsky  translated  the  resolution  into  more
                              understandable  language  and  at  the  meeting
