send ambassadors to foreign monarchs
without decree of the tsar and the council of
starshynas. The hetman and starshyna did not
have the right to receive fugitive peasants
from Russia but sent them back to Russia
instead. On starshyna’s demand mercenary
regiments subject to hetman directly, were
liquidated. The left-bank regiments were
forbidden to support P. Doroshenko in his
struggle against Poland. Konotop articles
created conditions for strengthening influence
of the tsar government in Ukraine.
