                              role of the  Communist Party.  Legal  basis of
                              political  parties’  activity  and  supremacy  of
                              republican  laws  on  the  territory  of  Ukraine
                              were secured.
            October, 25-28  The second congress of the Rukh took place.
            1990              They formulated their program goal – to get
                              the  independence  of  Ukraine  by  peaceful
                              methods.  The  Rukh  counted  633  thousand
                              members.
            November, 1       The  sales  of  industrial  goods  and  provisions
            1990              only  by  consumer’s  cards  with  tear-off
                              coupons  was  introduced.  Crisis  phenomena
                              spread in the USSR and Ukraine: prices rose,
                              industrial  production  reduced,  fiscal  deficit
                              and inflation increased.
            November, 14      V.  Fokin  was  assigned  the  Chairman  of
            1990              Council  of  Ministers  of  USSR  instead  of  V.
                              Masol.
            December, 30      The  monument  to  Stepan  Bandera  was
            1990              destroyed.  It  happened  in  his  native  village
                              Staryi  Uhryniv,  Kalush  district,  Ivano-
                              Frankivsk oblast. The authorities started a real
                              war against new monuments to heroes of the
                              national liberation struggle.
            November, 14      The  Supreme  Council,  by  the  majority  of
            1990              Communists  (“239+1”)  agreed  to  put  to
                              criminal  liability  Stepan  Khmara,  a  people’s
                              deputy,  dissident  and  political  prisoner.  He
                              was accused of assault at the militiaman. The
                              incident  had  been  planned  beforehand.  S.
                              Khmara’s arrest put the beginning to a long-
                              lasting crisis in the Supreme Council.
