December, 1. 346 voted “in favour”; 1 vote
was “against”. The establishment of the
independent Ukrainian state was proclaimed
on the basis of self-determination of peoples,
provided by UNO statute and other
international acts. Since the moment of
independence proclamation, only the
Constitution, laws, government regulations
and other republican legal acts were valid.
The territory of Ukraine was proclaimed
indivisible and inviolate. The Act of August,
24 open a new era in the history of Ukraine.
August, 30 The decree of the Presidium of the Supreme
1991 Council of Ukraine “About ban of the
Communist Party activity”. It was resolved
on the basis of conclusions of the Temporary
Commission of Inquiry regarding the CPU’s
support of the coup d’?tat.
September, 4 The blue-and-yellow flag was raised over the
1991 building of the Supreme Council of Ukraine.
September, 12 The law “About legal succession of
1991 Ukraine” was adopted. It declared that on the
territory of Ukraine only those laws and acts
of Ukrainian Soviet Socialist Republic are
considered valid, which do not contradict the
laws of Ukraine, adopted after the
