National Security of Ukraine (SNSU) was
established. (on March 25, 1992 the name was
changed to SSU). It was headed by Y.
Marchyuk.
October, 8 The law “About citizenship” recognized
1991 citizenship as being the indefeasible right of
every person.
The so-called “zero variant” was
implemented: the citizenship of Ukraine was
guaranteed to every person living on its
territory for the moment of the entry in force
the validity of the Law. The person did not
have to be a citizen of the other state.
November, 4 The Law “About the state border of Ukraine”
1991 was adopted.
December, 1 The conduction of the Nationwide
1991 Referendum for confirmation of the Act of
independence of Ukraine. The election of the
President of Ukraine. 32 mln. people took
part in the referendum (84% of all electors);
almost 29 mln. people (95.35%) confirmed
the Act of independence of Ukraine (even in
the Crimea 67.5% voted; 54.1% of them
supported the idea of independence of
Ukraine). It would be unwise to think that
90.35% of Ukrainian citizens became
conscientious citizens of independent
Ukraine. The main mass voted hoping for a
better life in independent Ukraine. As a result
of people’s will, the independent Ukrainian
state was born. At the same time with the
referendum, the President of Ukraine was
elected on the alternative basis for the first
