February, 12 The Supreme Council adopted a regulation
1991 about restoration of the Crimean autonomy.
In January, 1991 the referendum was
conducted in the Crimea. It showed that 93%
were in favour of the autonomy of the
Crimea.
March, 17 The all-union referendum was conducted. M.
1991 Horbachyov, trying to preserve the USSR as a
new federation, decided to rely on the
“people’s will”. The electors were proposed
to answer the following questions:
1) “Do you consider it necessary to preserve
the USSR as a renewed federation of
sovereign republics with equal rights, where
human rights and freedoms of all nationalities
are guaranteed in full”? (all-union bulletin);
2) “ Do you agree that Ukraine should be in
the structure of the USSR on the basis of
Declaration of state sovereignty of Ukraine”?
(republican bulletin);
Besides, by the resolution of “The Galician
Assembly” (the common session of 3 oblast
councils) in Lviv, Ternopil’ and Ivano-
Frankivsk oblasts, the third bulletin was
issued. It proposed electors to express their
attitude towards independence of Ukraine.
83.5% electors participated in all-union and
republican referendums: 70.5% answered
“yes” to the first question, 80.3% answered
“yes” to the second question; in Halychyna
more than 89% said “yes” to independence of
Ukraine. M. Horbachyov planned to sign a
new union treaty as soon as possible and
