Council of People’s Commissars (CPC) of
Russia issued the directive of Revolutionary
Military Council of RSFSR about “providing
of urgent military assistance to working
people of Ukraine”.
November, 13- The secret meeting of UNU took place in
14 Kyiv. The present rejected the idea of
1918 immediate restoration of the Central Council
and established Directory of UPR as the
organ of preparation and implementation of
uprising against hetman P. Skoropadsky. The
members of Directory were: V. Vynnychenko
(head), S. Petliura, P. Andriyevsky, A.
Makarenko, F. Shvets.
November, 14 P. Skoropadsky proclaimed “The acts of
1918 federation restoration with non-Bolshevist
Russia”. It declared, that establishment of
All-Russian federation would be the first step
on the way of restoration of great Russia. As a
protest, Ukrainian ministers left the hetmanate
government; a new government of pro-
Russian orientation was formed.
November, 14 The Ukrainian Academy of Sciences was
1918 formed in Kyiv. V. Vernadsky became the
president of UAS.
November, 16 The beginning of uprising against hetman P.
1918 Skoropadsky. The city of Bila Tserkva
became the centre of the uprising.
November, 18 The defeat of hetmanate troops under
1918 Motovylivka, situated 30 kilometres away
from Kyiv. The question of power was
actually solved.
November, 28 Bolsheviks formed the Provisional
