January, 22 The act of unification of UPR and WUPR.
1919 On January, 3, 1919 the Ukrainian National
Council at the meeting in Stanislaviv ratified
a preliminary agreement of WUPR and UPR
unification. To put into practice, a full-
fledged delegation came in Kyiv. The solemn
ceremony of unification took place on the
square of St. Sophia with thousands of
citizens present. On behalf of the Western
Ukraine delegation L. Bachynsky and L.
Tsehelsky took speech. After that, V.
Vynnychenko read the Declaration about
unification of UPR and WUPR, which had to
be ratified by the Constituent Assembly,
convoked on behalf of the whole Ukraine. By
that time, the Western region of UPR (WR
UPR) (the name of WUPR from that time),
preserved its own legislative (the National
Council) and administrative-executive (the
State Secretariat) organs of power. But the
unification remained declarative, the actual
conjunction failed to take place. In a few days
Directory had to leave Kyiv under attacks of
Red Army. At the same time, the army of
WUPR stood against attacks of Polish army.

1919 About 400 delegates (a large part of delegates
failed to arrive in Kyiv because of war
actions) passed a resolution about the current
moment – the only document they adopted, as
