Democrat  V.  Chekhivsky,  was  formed.  The
                              government  abolished  hetmanate  legislation,
                              restored  the  laws  of  UPR.  It  decreed  new
                              legislative  acts:  the  law  “About  the
                              autocephaly  of  Ukrainian  orthodox  Church”
                              (01.01.1919), the law “About the convocation
                              of  the  Working  Congress  of  Ukraine”
                              (05.01.1919),  the  law  “About  the  state
                              language in UPR” (18.01.1919), etc.
            December, 30      The head of Ukrainian government sent three
            1918, January,  notes  of  protest  to  the  Council  of  People’s
            3-4 1919          Commissars  of  Russia  with  the  following
                              question:  “For  what  reasons  Soviet  troops
                              attack the territory of UPR?”  As a reply, on
                              January, 6, 1919 the radio telegram, signed by
                              People’s  Commissar  G.  Chycherin,  came  to
                              Kyiv.  It said: “there are no troops of Soviet
                              Russia  on  the  territory  of  Ukraine.  The
                              military  action  on  the  Ukrainian  territory  is
                              carried  on  between  the  Directory  troops  and
                              the  army  of  Ukrainian  Soviet  government,
                              which is totally independent.”
            January,      4  In  January,  1919,  the  troops  of  Red  Army
            1919              entered  into  Kharkiv.  On  January,  4  L.
                              Trotsky    signed     the   regulation    of
                              Revolutionary  Military  Council  about  the
                              formation  of  Ukrainian  front  under  the
                              commandment  of  Antonov-Ovsiyenko  to
                              attack the Directory troops. The general attack
                              began. On January, 12 Soviet troops occupied
                              Chernihiv,  on  January,  19  –  Poltava,  on
                              January, 27 – Katerynoslav, on February, 5 –
