that time. The resolution underlined the fact
that representatives of the Ukrainian working
people under conditions of hostile aggression
entrust the state activities to Directory with a
new representative from WUPR.
Unfortunately, the Working Congress became
the final accord of young Ukrainian
parliamentarism.
February, 2 The movement of Directory to Vinnytsia. As
1919 a result of attacks of Red Army, Directory lost
control over the major part of Ukraine. On
February, 5, 1919 Bolsheviks occupied Kyiv
and kept it until August, 30, 1919.
February, 11 The Directory reorganization. V.
1919 Vynnychenko (February, 9) left it, the
authority passed to S. Petliura. The Directory
government of V. Chekhivsky resigned the
new government, headed by S. Ostapenko,
was assigned.
March, 6 1919 Directory left Vinnytsia and moved to
Zhmerynka. Then it moved to Proskurov.
March, 6-10 ІІІ All-Ukrainian Congress of Councils
1919 adopted the Constitution of USSR. It was
worked out by analogy with the Constitution
of Soviet Russia. It consolidated the rule of
Soviet power in Ukraine. The USSR
(Ukrainian Soviet Socialist Republic) was
recognized as a state of “dictatorship of
proletariat”. The main goal was to transfer
from capitalism to socialism by means of
conducting socialist changes. The
abolishment of private property on means of
production and land was proclaimed.
