bread to the state”, wide authority was given
to provincial land commissions. They
obtained the right to set taxes and involve
peasants to agricultural works by force. Such
actions caused mass discontent of peasants
and turned into revolts. In autumn, 1918
hetman P. Skoropadsky made the last attempt
to develop and pass the project of agrarian
reform to stabilize the situation in village. The
reform was to form the contingent of owners
that would become the basis of social
stability. It was expected to buy out large
areas of the state land. All purchased lands
were to be sold to peasants by the land bank.
One physical person had the right to buy 25
dessiatines. The projected, though, was not
put into practice. The peasants demanded
landlords’ lands to be confiscated without
payment, but it contradicted the economic
ideology of hetmanate, which was based on
the right of private property. P.
Skoropadsky’s agrarian policy failed to solve
the problems and quiet the village.
