aim of coup d’etat was announced as a wish
to establish the state system, which would be
able to guarantee peace, law and possibilities
of creative work. 2) The law of «Provisional
State System», according to which, hetman
took legislative and executive power on
himself and became the Commander-in-Chief.
Thus, democratic parliamentary form of rule
(the Central Council) was replaced with
authoritarian power (P. Skoropadsky’s
hetmanate). The C.C.’s and P.G.’s legislation
was abolished. UPR was renamed into
Ukrainian state. The private property and the
like were restored.
May, 8-9 The Second All-Ukrainian Peasant Congress
1918 took place in Kyiv. More than 12 thousand
peasant deputies gathered from all parts of
Ukraine. Germans and hetmanate banned to
conduct the congress, due to that reason it was
conducted in Holosiyiv forest. The congress
resolved “to reject with contempt the
hetmanate established by landlords, large land
owners, kulaks and capitalists, as it does not
have support and recognition of democratic
circles of Ukraine”.
May, 13-14 The Second All-Ukrainian Congress of
1918 Workers. It was banned by the authorities,
conducted on illegal basis in Kyiv with
participation of more than 200 delegates
(different nationalities). The congress
appealed to fierce fight with
counterrevolution.
