and  industrial  products.  The  Brest-Lytovsk
                              treaty was a success of Ukrainian diplomacy
                              and  meant  international  recognition  of
                              Ukraine as an independent state.
            March, 2          German  troops  occupied  Kyiv.    The  Red
            1918              Army  troops  left  Kyiv.  The  Soviet
                              government  moved  to  Poltava.  On  March,  7
                              the C.C. government arrived to Poltava.
            March, 3          The Brest-Lytovsk peace treaty between the
            1918              Quarter  union  and  Soviet  Russia.  Soviet
                              Russia  had  to  recognize  Ukraine  an
                              independent  state  and  was  to  start  peace
                              negotiations with the government of UPR.
            April, 6          The    conflict   of   C.C.   and   German
            1918              administration.  German  commander-in-chief
                              Eichgorn  without  a  preliminary  coordination
                              with  C.C.  issued  an  order  about  compulsory
                              land sowing. C.C. protested, but at that time it
                              did not have efficient support of population.
            April, 25         The  Eichgorn’s  order  to  establish  courts
            1918              martial over Ukrainian citizens. It was a step
                              towards coup d’?tat.
            April, 29         C.C.  approved  the  draft  of  UPR’s
            1918              Constitution  “The  Statute  of  the  State
                              System, Rights and Freedoms of UPR”. The
                              principle  of  functions’  distribution  among
                              different  power  branches  was  introduced:
                              legislative (people’s assembly), executive (the
                              Council  of  People’s  Ministers)  and  judicial.
                              The  constitution  guaranteed  all  citizens  of
                              UPR  equal  civil  and  political  rights,  private
                              property   remained     but   without    any
                              guarantees.
