failure of the Congress of councils. The
congress in Kharkiv according to Bolshevist
scenario on December, 12 (25), passed the
following resolutions:
1) Approved October armed uprising in
Petrograd and the policy of CPC;
2) Proclaimed the establishment of Soviet
power in Ukraine;
3) Elected the Central Executive Committee
of councils consisting of 41 members headed
by Y. Medvedev;
4) CEC established the People’s Secretariat –
the government of Soviet Ukraine.
The Council of People’s Commissars
recognized the People’s Secretariat as the
only legitimate government of Ukraine. Thus,
the proclamation of Soviet power in Ukraine,
despite its illegitimacy (more than 80% of
Ukrainian population were peasants; none of
them represented peasants at the congress in
Kharkiv), gave the opportunity to Soviet
Russia to consider aggressive military actions
against UPR as the assistance in fight Of
Kharkiv People’s Secretariat with the Central
Council.
