prisoners were given an amnesty;

consolidated: freedom of speech, liberty of

personal and residence immunity, opportunity
to use local languages in all state

8) Russians, Jews and Poles were granted the
right to have national and personal autonomy
and free development of other nations living
in Ukraine;

December, 4 The ultimatum of the Council of People’s
(17) Commissars headed by V. Lenin. The CPC
1917 sent “The Manifesto to Ukrainian People”
with categorical demands to C.C. The
ultimatum consisted of 4 demands towards
UPR:
1) To give the disorganization of the front
expressed in withdrawal and redeployment of
units, breaking the front without approval of
Russia;
2) Stop disarmament of Bolshevist units in
Ukraine;
3) Not to allow units of Don Cossacks
