In case of disobeying those demands during
48 hours, CPC would consider C.C. to be in a
state of war with Russia. C.C., having the
support of the Congress of Councils in Kyiv,
where they treated the ultimatum as an act of
aggression against UPR, neglected the
demands of Russia. Thus, since December, 5,
1917, UPR was actually at war with Soviet
Russia.
December, Opening of І All-Ukrainian Congress of
4(17) 1917 Councils of Workers’, Soldiers’ and
Peasants’ Deputies in Kyiv. At the congress,
convoked under the pressure of Bolsheviks,
who planned to get the majority by vote and
establish the Soviet power in Ukraine. They
appeared to be minor, as the most deputies
represented peasants, who supported C.C.
Only 124 members out of more than 2500
supported Communists (Bolsheviks). They
left the congress and moved to Kharkiv.
December, 12 The proclamation of Soviet power in
(25) 1917 Kharkiv. On December, 9-10 the power in
Kharkiv was seized by Red Army soldiers
with the help of military units from Russia.
On December, 5-6, there was a congress of
Donetsk and Kryvyi Rih councils in Kharkiv.
The delegates of the congress were joined by
