Promotion of cultural diversity is one of the goals of the world community
                  (UN), as enshrined in the first article of the UNESCO Constitution. It states that
                  the  purpose  of  co-operation  is  to  promote  "the  rapprochement  and  mutual
                  understanding  of  peoples  through  the  proper  use  of  the  apparatus  of  collective

                  information, recommending for this the conclusion of international decisions that
                  UNESCO  will  consider  useful  for  the  free  dissemination  of  ideas  verbally  and
                  pictorially." However, cultural diversity is not something self-evident, it needs to

                  be developed. And a number of recent technical advances reveal special prospects
                  in this regard. The main role here, of course, is to decide on the achievements in
                  the field of electronic communications.

                         An important role in the development of the world socio-cultural process is
                  played by the dialogue of East and West cultures. Indeed, the East gave mankind
                  many beautiful works of literature, art, philosophy, science, which influenced and

                  continue to influence the artistic and intellectual development of mankind. In all
                  historical epochs, and especially  in  modern times, prominent  figures of Western
                  culture and science discovered the eternal ideological and aesthetic  value of the
                  cultural heritage of the peoples of the East and combined it with the achievements

                  of the cultures of the peoples of the West. At the same time, many thinkers and
                  artists of the East, when they introduced a new stream to social and cultural life,

                  enriched their national cultures. Often, the legitimacy of the East-West opposition
                  is questioned, as the traditional contrast between the two types of world culture.
                  These doubts arise, first of all, in those researchers who are trying to find in the
                  world  practice  general  laws,  "through  processes",  which  supposedly  easily

                  overcome the boundaries of the concepts "East-West". Here, by emphasizing the
                  general  things  we  underestimate  the  special  things  in  the  world  historical  and
                  cultural process.

                         Today,  the  dialogue  of  the  cultures  of  East  and  West  has  gained  a  truly
                  universal significance. It is not only the interest of the industrial West, which tries
                  to reduce the confrontation with the "third world", connect it to the world economy

                  and politics (albeit not always on an equal footing), not only the search for ways
                  and means of modernization that is relevant to the East. It is the only way to find a
                  way out of a crisis that threatens the life of the planet. The dialogue of the cultures

                  of the East and the West  must be regarded as a natural, ongoing process, not to
                  reduce it to the synthesis of any single ideology.
                         Every culture, for all its uniqueness, has something similar to the cultures of
                  other  peoples.  In  other  words,  the  originality  of  each  culture  is  relative,  its

                  specificity,  uniqueness  acts  as  a  manifestation  of  the  general  things  in  the
                  development  of  human  society.  The  beauty  of  the  expanded  panorama  of  the
                  cultures  of  the  peoples  of  the  world  is  exacerbated  by  a  large  number  of
