Therefore, multiculturalism of a person is the recognition of the equivalence of all
existing cultures, which undoubtedly forms the basis for understanding this
concept, as well as its communicative ability, the ability to create an atmosphere of
such interaction.
The culture panorama of the XXth century is quite colorful. An insignificant
part of the world population is the bearer of archaic culture (hunters and
collectors); most of humanity is at the level of traditional, agrarian culture; and
only one third of 7 billion of people reached the stage of scientific and technical,
modern culture. It is clear that due to the powerful development of mass
communication and information, modern culture influences the archaic and
traditional cultures. The ability of people to live in harmony is even more relevant,
even if their traditions and habits are the opposite. Only the dialogue of cultures
can be a sensible way to unite. The author of the "dialogical concept of culture" is
the Russian cultural scientist and philosopher M. Bakhtin. According to his
conception of culture, the theory of dialogue as a principle of cultural development
can be considered, which allows not only to use organically the best of the world
cultural heritage, but also to enable a person to rethink a "foreign" culture. If world
cultures are in a certain sense of "personality", then an endless "dialogue" between
them must be maintained. M. Bakhtin wrote, "We put new questions to other
people's culture that it did not out itself; we seek the answers to these questions in
it, and a foreign culture responds to us, opens up new faces, new semantic depths
... With such a dialogic meeting between two cultures, they do not merge and mix,
each keeps its unity and open integrity, but they are mutually enriching ".
M. Bakhtin understood culture as a form of communication between people
of different cultures, the form of dialogue. Each culture, being involved in the
"dialogue", for example, with the subsequent cultural epochs, gradually reveals the
various contents hidden in it. The dialogic concept of culture involves
understanding and communication not only between different cultural spheres, but
also the convergence of cultural regions.
All these factors lead to the fact that the actual cultural co-operation
becomes a fundamental need for the survival of mankind. According to UNESCO
Director-General, "the establishment of genuine cultural pluralism is the only way
that can withstand the growing monotony that entails the expansion of technical
civilization." This path should be considered as a factor affecting world
equilibrium and creativity. International co-operation, bringing people and ideas
closer together, promoting mutual understanding and solidarity, simultaneously
contributes to the strengthening of the cultural dimension of development, which is
the goal of any development.
