The elections of 1994 completed the first
stage of formation of independent Ukraine.
June Y. Marchyuk was assigned the chairman of
1995 the government instead of V. Masol.
June, 8 The conclusion of the constitutional
1995 agreement of the Supreme Council and the
President of Ukraine, which divided executive
and legislative areas of competence by the
time of adoption of Constitution of Ukraine.
November, 9 Ukraine was accepted as a member of
1995 European Council. Ukraine became the 37-th
member of this organization, which presented
opportunities to take part in development of
common policy of European states.
May P. Lazarenko was assigned the Prime
1996 Minister of Ukraine.
June, 28 The adoption of Constitution of Ukraine.
1996 The constitutional process was a complicated
one and lasted for 5 years. Ukraine was the
last republic of the former USSR with no new
Constitution. Two attempts to start
constitutional process ended in failure:
nationwide referendum in 1992-1993 of two
draft projects of Constitution was not
conducted. The Supreme Council approved
neither of them. Uncompromising position of
those, who wanted to preserve the Soviet
system, on the one hand, and supporters of
parliamentary or presidential system, on the
other hand, slowed down constitutional
process. As a result, Constitution of Ukrainian
Soviet Socialist Republic of 1978 remained
valid. More than 200 amendments were made
