1)  vote  of  nonconfidence  to  the  Supreme
                              Council;
                              2)  the  President’s  right  to  dissolve  the
                              Supreme  Council  in  case  it  fails  to  form  a
                              constant majority or approve the state budget;
                              3) cancellation of the deputy’s privilege;
                              4) reduction of quantity of deputies from 450
                              to 300;
                              5) the establishment of the upper chamber of
                              the  Supreme  Council  as  a  representative  of
                              regions;
                              6) approval of Constitution of Ukraine at All-
                              Ukrainian referendum.
                              The referendum results were as follows:
                              The  second  issue  -    85%;  the  third  issue  –
                              89%; the fourth issue – 90%; the fifth issue –
                              82%  of  voters.  Thus,  most  voters  supported
                              the  referendum  issues,  but  there  were  not
                              specific  mechanisms of their  implementation
                              to  Constitution  of  Ukraine.  They  remained
                              nothing more than wishes.
            December, 15      The  resolution  of  Chornobyl  NPP  closing
            2000              down. It was an act of good will of Ukraine.
                              Governments  of  Western  countries  promised
                              to provide assistance as compensation for loss
                              of electric power volumes due to Chornobyl
                              NPP closing down. However, Ukraine did not
                              get the promised financial support in full.
            March,            “The      cassette      scandal”.     Major
            2001              Melnychenko’s  cassette  records  appeared
                              abroad. The records charged L. Kuchma with
                              his   involvement     in   G.    Gongadze’s
                              disappearance.  The  latter  was  a  famous
