of industry and construction, Instead of the
old system of branch vertical centralized
management (through ministries), a new
system of councils of national economy
emerged. Councils of national economy
conducted territorial planning and
management in respective economic
administrative regions. 11 councils of
national economy were established in
Ukraine. The main part of industrial
enterprises was subordinate to them. This
reform eliminated the major part of ministries.
The long-lasting practice of planning from the
centre without consideration of local abilities
and needs was over. But the new system of
management brought new difficulties – the
preference of local interests over common
interests of the whole republic.
October, 4 The first artificial Earth satellite was

November The liquidation of system of compulsory state
1957 loans, which covered nearly 10% of working
population and were means of indirect
taxation.
March, 26 The plenum of CC CPU took place after
1957 defeat of anti-party group of Molotov-
Malenkov-Kaganovych in Moscow. The
group tried to discharge M. Khrushchyov
from power. M. Pidhornyi was elected the
First Secretary instead O. Kyrychenko.
February It was resolved to liquidate MTS (machine-
