1965 speeches against mass arrests in Kyiv movie
theatre at the premiere of feature film
“Shadows of Forgotten Ancestors”.
September The plenum CC CPSU adopted the regulation
1965 “About improvement of industry
management, refinement and intensification
of economic stimulation of industrial
production”. Economic reform was
conducted by the imitative of O. Kosygin, the
Head of Council of Ministers of the USSR.
The programme contents of the reform was
full of contradictions. On the one hand, it
extended independence of enterprises,
consolidated direst agreement relations
among enterprises, set economically
reasonable prices, financial stimulation,
which depended on working results (the so-
called 13-th payment), introduced assessment
of enterprise activity by profitability and
income indices, etc. On the other hand, the
reform liquidated councils of national
economy and restored absolute power of
union ministries. 90% of Ukrainian
enterprises were subordinate to Moscow. The
government of Ukrainian Soviet Socialist
Republic could control only local industry.
Actually, it was a new stage of super
centralization: almost all economic problems
were solved by Moscow.
December I. Dzyuba, a writer, sent a letter with a protest
1965 against arrest to the First Secretary of CC
