counterattack of eight mechanized corps of
Red Army made it possible to withdraw
troops of South-West from to Kyiv, but they
lost almost all their tanks.
June, 30 The formation of the State Committee on
1941 Defence (SCD), which concentrated all power
in the USSR. Y. Stalin headed it.
June, 30 “The Act of Proclamation of the Ukrainian
1941 State Restoration” took place in Lviv. The
National Assembly was convoked by leaders
of OUN(b). The National Assembly approved
of the above mentioned act. The government
was formed (Ukrainian state board) headed by
Yaroslav Stetsko. But Germany refused to
recognize the proclamation of Ukrainian state.
On July, 9 the government was dissolved,
government members were arrested including
Y. Stetsko and S. Bandera. In all, Hitler
soldiers arrested about 500 OUN members.
July, 5 The resolution of CC CP(b)U about “The
1941 formation of partisan bands”. It was planned
to form a wide anti-fascist movement on the
territories, occupied by enemy. However,
during the first stage those measures were of
declarative character and were oriented at the
experience of the civil war. The specific
situation was not taken in to consideration. By
the same resolution, evacuation of industrial
and agricultural objects and population of
Ukraine into the heartland – Russia and
Kazakhstan started. 550 large plants and
about 3.5 mln. People were evacuated.
