instead of 14, 4 of them were to be
representatives of national minorities;
5) The G.S.’s area of power was reduced
from 9 provinces to 5 (under the direct power
of Russia a great part of Ukrainian lands was
to be transferred: Kharkiv, Katerynoslav,
Kherson and Tavriya provinces);
6) The autonomy of Ukraine was not even
mentioned including the issue consideration at
All-Russian Constituent Assembly;
C.C. and G.S. just accepted the “Institution”
to knowledge and were not going to perform
it. Thus, contradictions between C.C. and
P.G.worsened, the conflict became imminent.
September, 8- The Congress of Nations of Russia in Kyiv.
15 (21-28) The immoderate centralization of power in
1917 Russia was condemned; the main principles
of reconstruction of the state of Russia on
federative basis were decreed. It was resolved
that the convocation of All-Russian
Constituent Assembly should not be in the
way of the Regional Constituent Assembly
convocation.
September, 22 C.C. passed a resolution to prepare for
(October, 15) convocation of the Ukrainian Constituent
1917 Assembly. It resulted in the conflict of C.C.
with P.G. The Minister of Justice of Russia
ordered the public prosecutor of the Kyiv
litigation chamber to start law proceeding
against G.S.
October, 3-7 The All-Ukrainian Congress of Free
(16-20) Cossacks in Chyhyryn. General Pavlo
1917 Skoropadsky was elected the Hetman of Free
