The Central Council on its part:
1) Postpones the issue of Ukrainian
autonomy till the All-Russian Constituent
assembly and does not take any decisive
actions as for its implementation.
2) C.C. and General Secretariat are to be
filled with representatives of other
nationalities living in Ukraine (30% was
given to them in comparison with 20% of
Ukrainians themselves. General Secretariat
was filled with 2 Russians, 2 Jews, 1 Pole,
etc.
The compromise (ІІ Universal) filed to
stabilize political situation, on the contrary, it
put the start to the next crisis.
July The government crisis in Russia. To
1917 demonstrate their protest against agreements
in Kyiv, 3 ministers-cadets left the P.G. The
government was headed by O. Kerensky. The
Bolshevist Party, headed by V. Lenin,
attempted to carry out an armed upheaval, but
it was suppressed.
July, 4-7 (17- The armed action of samostiynyky headed by
20) M. Mikhnovsky (P. Polubot’ko’s regiment)
1917 with the aim of forcing the C.C. to proclaim
the independence of Ukraine immediately.
The attempt failed, the regiment was disarmed
and sent to the front with M. Mikhnovsky.
July, 16 (29) C.C. passed a resolution of “The Statute of
1917 Supreme Government of Ukraine”, which is
