                              included 8 secretaries (ministers). P. Hrystiuk
                              became the General Secretary, S. Petliura was
                              assigned  Secretary  of  Military  Affairs,  S.
                              Yefremov  became  Secretary  of  International
                              Affairs, B. Martos became Secretary of Land
                              Resources,  H.  Baranovsky  was  assigned
                              Secretary  of  Finance,  V.  Sadovsky  became
                              Secretary  of  Judicial  Affairs,  M.  Stasiuk
                              became  Secretary  of  Food  Resources,  and  I.
                              Steshenko  became  Secretary  of  Public
                              Education. Social-Democrats prevailed in the
                              first composition of the government.
            June,  29  (July,  Ministers of the Provisional Government O.
            2)                Kerensky,  I.  Tsereteli,  and  M.  Tereschenko
            1917              came  to  Kiev.  The  negotiations  of  C.C.  and
                              P.C.  resulted  in  a  compromise  as  a  draft
                              resolution  of  P.G.  “About  national  and
                              political situation of Ukraine”. C.C. presented
                              it as The Second Universal.
            July, 3 (16)      ІІ  Universal  of  the  Central  Council.  The
            1917              Provisional Government:
                              1)  recognizes  the  General  Secretariat  as  a
                              bearer  of  the  supreme  regional  power  in
                              Ukraine; its structure is to be ratified by P.G.
                              in coordination with C.C.
                              2)  Admits  C.C.’s  representatives  to  the
                              Cabinet of Military Minister, General staff to
                              let them take part in the army Ukrainization
                              without violating its fighting efficiency.
                              3)  Declared  its  benevolent  attitude  towards
                              the process of draft development of national-
                              political  status  of  Ukraine  and  the  project
