Mikhnovsky. D. Putnyk-Hrebeniuk, a bearer
of St. George order, staff captain was elected
the regiment commander. Later, a few more
army units were formed, but, unfortunately,
the C.C. leaders laid their account on militia
formations of free Cossacks and neglected the
need of their own army formation, which
turned out to be a big and tragic mistake.

21) About 700 delegates decreed to gain peace
1917 without any annexations and contributions.
They supported the demand for the autonomy
of Ukraine. They spoke in favour of
introduction of Ukrainian army. The General
Ukrainian Military Committee consisting of
18 members was elected. It was headed by S.
Petliura.
The middle The C.C. sent a delegation headed by V.
(the end) Vynnychenko to carry on negotiations with
of May Provisional Government and Petrograd
1917 Council, present the Central Council
Declaration with the following demands:
1. Provisional Government should express its
approval regarding the autonomy of Ukraine;
2. The representatives of Ukrainian people
should participate in the future international
conference, as the fate of Halychyna and
West Ukrainian lands would be the issue
there;
3. To assign a special Commissar of
Ukrainian affairs at P.G.;
4. To form separate units in the rear and front
that would consist of Ukrainian soldiers only;
