June,  5-10 (18- The Second Military Congress. It was called
            23)               despite  the  ban  of  Provisional  Government.
            1917              The  Congress  proposed  C.C.  to  start
                              implementation  of  ideas  concerning  the
                              autonomy of Ukraine at once. A charter of the
                              General  Military  Committee  was  endorsed,
                              the Council of Military Deputies was elected
                              and the resolution to include this Council into
                              C.C. (more than 100 members) was affirmed.
            June, 10 (23)     І Universal of the Central Council.. On the
            1917              basis  of  resolutions  of  Military  and  Peasant
                              Congresses,  C.C.  proclaimed  its  First
                              Universal, where it declared the autonomy of
                              Ukraine (“since now we will create our life”).
                              Besides, the First Universal included:
                              1)  appeal  to  all  Ukrainians  to  organize  and
                              start  immediately  to  lay  foundations  of  the
                              autonomous  order  during  the  times  of  state
                              disorder;
                              2) the brief demands to P.G. were stated. The
                              special attention was paid to expectations of
                              getting  state,  landlords’,  tsar’s  and  monastic
                              lands into the people’s ownership;
                              3)  C.C.  proclaimed  itself  to  be  the  people’s
                              mouthpiece and took all the responsibility on
                              itself;
                              4)  C.C.  called  Ukrainian  citizens  for  accord
                              and understanding with democracies of other
                              nationalities, removal local people and organs
                              that are “hostile to Ukrainians” by  means of
                              their reelection, but not by force.
