(March, 8) Russia. The revolution broke out in the
1917 capital, Petrograd, from mass meetings, which
developed into riots. As a result, the
monarchy fell, tsar Nicholas II abdicated
th
throne. On the 27 of February the
transitional organ of power was formed –
Provisional Committee of the State Duma
headed by M. Rodzianko. The Petrograd
Soviet of deputies of workers and soldiers.
Actually, the dual power was formed.
March 2 (15), The formation of Provisional Committee
1917 (P.C.), as the executive power organ. Prince
G. Lvov headed it. The government was
considered as temporary, as its main goal was
to prepare and conduct democratic elections
for the Constitutional Convention aiming at
adopting a Constitution, forming permanent
government and solve important social and
economic issues.
March 4 (17), The formation of Council of United Public
1917 Organizations in Kyiv. It consisted of
representatives of provincial, municipal and
district councils, Zemstvo council, City
council, etc. The Executive Committee of
that Council was considered to be the highest
power organ in the city during the first
months after the revolution. Public councils
and their committees appeared in all
provinces.
March 4 (17), The formation of the Central Council (C.C.).
1917 It was initiated by “The Society of Ukrainian
