                              2. The state bank was established.
                              3.  The  uniform  state  revision  centre  was
                              introduced.
                              4.  The uniform state cash offices controlling
                              all state profits and expenses was established.
                              5. The excise duty on spirits was introduced.
                              6. Taxes on large-scale goods were raised.
                              7.  The  budget  publicity  was  established,  the
                              state record of profits and expenses started to
                              be published in press.
            1862              P.    Chubynsky       wrote     the    poem
                              “П.Чубинський  написав  вірш  „Ukraine’s
                              glory  has  not  yet  perished”  (“Shche  ne
                              vmerla Ukrayina”). It was published in 1863
                              and  quickly  spread  among  Ukrainian  youth.
                              The music was created by M. Verbytsky, the
                              west-Ukrainian  composer.  Soon  this  song-
                              poem  actually  became  the  national  anthem.
                              On January, 16, 1992  it was proclaimed  the
                              official national anthem of Ukraine.
            January  1863-  The Polish uprising against the oppression of
            April             tsarist  Russia.  It  also  covered  right-bank
            1864              Ukraine.  The  liberation  movement  members
                              distributed  appeals,  leaflets,  proclamations
                              among  population,  “The  Letter  to  Peasants”
                              (“The Gold Letter”) in particular. The ‘Gold
                              Letter” proclaimed peasant freedom and their
                              equality  to  other  citizens,  the  lands  used  by
                              peasants were to be considered their property.
                              But  Ukrainian  peasants  did  not  trust  the
                              Polish  nobility  and  did  not  follow  them.
