there was a volost court for peasants, separate
courts for the clergy (consistories), military
men, for trial of “state crimes” that were
transferred from the jury to the court of
military justice.
1864 School reform.
1. The unitary system of primary education
was introduced.
2. A set of boy’s and girl’s, classical and real
gymnasiums was introduced. Classical
gymnasiums offered humanities for most part,
their graduates could enter universities
without admission examinations.
Real gymnasiums had a cycle of natural
sciences, graduated had the right to enter
higher technical establishments only.
3. The right for education was given to all
classes, who could pay for their education.
4. Universities got a wider autonomy (1866).
5. Curricula were improved.
1864 Military reform.
1. The reform provided for the division of the
territory of Russia into 15 military regions,
three of which were on the territory of
Ukraine: Kyiv, Odesa, Kharkiv.
2. The statute about military service dated of
January, 1, 1874 abolished recruitment and
military service for 25 years, but introduced
obligatory military service for all 20-year-old
men.
