The UN Commission notes that "... the energy-saving policy of
                  the  twenty-first  century  is  based  on  the  use  of  technologies  using
                  unconventional renewable energy ...", stressing that "... it is necessary
                  to  constantly  introduce  non-traditional  renewable  energy"  by  force,

                  incentive and other methods ... ".
                         Electricity  is  the  fastest-growing  sector  of  fuel  consumption.
                  According to the IEA, in developed countries almost all of the growth

                  is due to  the  generation  and consumption  of  electricity  and  heat.  In
                  developing  countries,  the  main  growth  in  demand  is  in  the  power
                  industry and industry. In the transport sector, in addition to oil, the use
                  of other types of fuel is increasing, but their share by the end of the

                  projected period will not exceed 12.5%.
                         The  IEA  World Energy Outlook 2014 study found that energy
                  efficiency is an "important tool" for easing energy supply and partial

                  mitigation  of  competitive  price  differences  between  energy  sources
                  across regions. At the same time, according to the IEA, a significant
                  part of the potential for energy efficiency is still untapped.

                         The  directions  of  energy  efficiency  improvement  in  the  key
                  sectors  of  the  economy  (organization  of  management  and  decision
                  making, the degree and regulatory capacity, structure and similarity of

                  technical  and  institutional  decisions)  call  for  the  adoption  and
                  implementation of a number of programmatic measures in the sectors
                  of the economy: in industry; in power engineering; on transport; in the
                  residential  sector;  in  agriculture,  as  well  as  the  need  to  improve

                  regulatory,  legislative,  organizational  and  informational  support  for
                  energy efficiency measures.



                         6.4.  Ukraine. The legislative  and regulatory framework  for
                  increasing the efficiency of energy resources using.


                         Ukraine  is today  the  most  energy-intensive  country  in Europe.
                  The  low  efficiency  of  using  fuel  and  energy  resources  in  the
                  technological processes of predominantly energy-intensive industries,

                  electricity  and  the  structure  of  the  economy  makes  it  necessary  to
                  maintain a high level of energy intensity of GDP in Ukraine.
