residential sector (residential buildings) - 50%; transport - 9%; service
sector (including budget institutions) - 16%; industry - 25%.
Among the main measures of energy saving is the promotion of
investment in thermo-modernization of residential buildings and the
construction of buildings with close to zero energy consumption;
adaptation of fuel standards and technologies of its use to European
ones; introduction of certification of energy efficiency of buildings,
energy audit and energy management, as well as ensuring 100%
commercial accounting of gas, electricity, heat and water
consumption.
To implement the Action Plan for the implementation of the
National Energy Efficiency Action Plan for the period up to 2020,
today the draft laws of Ukraine have been developed: from 10.12.
2015 # 1581-d "On Housing and Communal Services"; from
22.12.2014 №1566 "On the energy efficiency of buildings"; dated
October 13, 2015 # 3320 On Amendments to Article 19 of the Law of
Ukraine "On Heat Supply" Concerning the Conclusion of Long-Term
Agreements Concerning the Supply of Thermal Energy. State Energy
Efficiency Draft Resolution of the Cabinet of Ministers of Ukraine
Issues of the State Specialized Financial Institution "Energy
Efficiency Fund" and the draft Statute of the State Specialized
Financial Institution "Energy Efficiency Fund".
Ukraine from 01.02. 2011 has become a Contracting Party to the
Energy Community (EU). The Law of Ukraine "On Ratification of the
Protocol on the Accession of Ukraine to the Energy Community
Treaty" dated 15.12. 2010 No. 2787-VI consolidates Ukraine's
commitment to implement the main acts of the energy law of the
European Union (EU). Accordingly, in the field of energy efficiency
Ukraine should implement in the national legislation the following EU
Directives: Directive 2006/32 / EC "On the Efficiency of End-use
Energy and Energy Services"; Directive 2012/27 / EC "On Energy
Efficiency"; Directive 2010/31 / EC "... on the energy efficiency of
buildings"; Directive 2010/30 / EC "... concerning the labeling of
energy products". It should be noted that according to the decision of
the Council of Ministers of the Energy Community Directive 2012/27
/ EC on energy efficiency up to 2020, it is envisaged to bring the level
of energy efficiency up to 20% instead of 9% according to previous
directives with an annual decrease in total energy consumption. The
