of Testing of Nuclear Weapons in the Atmosphere, in Outer Space and
                  Under  Water  in  1963;  The  Convention  on  the  Prohibition  of  the
                  Development,  Production  and  Stockpiling  of  Bacteriological
                  (Biological)  and  Toxic  Weapons  and  on  their  Destruction  of  1972;

                  Convention on the Prevention of Marine Pollution by Waste and Other
                  Materials,  1972;  The  Convention  on  the  Prohibition  of  the  Use  of
                  Means of Influence on the Environment in 1976 by the military or any

                  other enemy.
                         Thus, the legislative base of international environmental law is
                  constantly being updated, changing due to changes in the international
                  situation and the expansion of environmental issues.

                         As a result of the active development of integration processes on
                  European  continents,  European  environmental  law  arose.  An
                  important  factor  in  the  implementation  of  the  legal  reform  and

                  integration of Ukraine into the European Union (hereinafter - the EU)
                  is the formation and implementation of the National Program for the
                  Adaptation of Ukrainian Legislation to EU  Legislation. The  Law of

                  Ukraine of November 21, 2002 approved the Concept of the National
                  Program  of  Adaptation  of  Ukrainian  Legislation  to  the  Law  of  the
                  European Union, and the Law of Ukraine of March 18, 2004 approved

                  the National Program.
                         Adaptation of the Ukrainian legislation to the EU legislation is a
                  phased adoption and implementation of Ukraine's legal acts drafted in
                  line with EU legislation.

                         The  National  Program  for  the  Adaptation  of  Ukrainian
                  Legislation  to  EU  Legislation  is  a  set  of  interrelated  tasks  for  the
                  adaptation  of  Ukrainian  legislation  to  EU  legislation  aimed  at

                  implementing  the  state  policy  and  priority  directions  of  creating  a
                  modern legal system of Ukraine by improving the normative activity
                  of  public  authorities  and  introducing  a  unified  system  of  planning,
                  coordination and monitoring the work on approximation of legislation.

                  This  program  identifies  a  mechanism  for  Ukraine  to  meet  the  third
                  Copenhagen  and  Madrid  criteria  for  membership  in  the  EU.  This
                  mechanism  includes  adaptation  of  legislation,  establishment  of

                  appropriate  institutions  and  other  additional  measures  necessary  for
                  effective law-making and law enforcement.
                         Ukraine  has  established  the  main  political,  legal  and

                  organizational  principles  of  legislative  approximation.  In  particular,
