directive also provides for reconstruction of buildings, energy audit,
improvement of efficiency of heating and air conditioning systems,
development of financing mechanisms in the field of energy
efficiency. In accordance with the decision, each Contracting Party
will implement in its national legislation the provisions of the
Directive by October 15, 2017, with the definition of its own goals for
increasing energy efficiency, updating the objectives of the country
strategy every three years - in 2017 and 2020.
In the context of the implementation of the main provisions of
the Association Agreement between Ukraine, on the one hand, and the
European Union, the European Atomic Energy Community and their
member states, on the other hand (as amended), ratified by the Law of
Ukraine of 16.09. 2014, No. 1678-VII, one of the priorities along with
the implementation of the legislation and the EU Directives is also to
bring the national standards of Ukraine to the relevant EU standards
and the implementation of international standards on energy efficiency
and energy management.
For the applicant countries, there is a requirement for the
implementation at the national level of at least 80% of the standards in
force in the EU. Adopted standards should be identical with European
ones. Accordingly, it is necessary to accelerate the pace of
harmonization of the national regulatory framework with the EU
standards.
The country has adopted a number of national and state
standards in the field of energy saving and energy management in
different directions: energy efficiency, cost and cost regulation, energy
labeling, energy audit, energy management, secondary energy
resources, etc.
In Ukraine, entered into force from 01.01. 2015 as the National
International Standard for Energy Management ISO 50001: 2011, IDT
- DSTU ISO 50001: 2014 "Energy Conservation. Energy management
systems. Requirements and guidelines for application - "Energy
management systems - Requirements with guidance for use" (Order of
the Ministry of Economic Development of Ukraine dated September
16, 2014 № 1111). The provisions of the standard comply with the
current legislation of Ukraine and establish requirements for the
development, implementation, maintenance and improvement of the
energy management system, which allows for the implementation of a
