maneuverable capacities in the total balance of capacities by the end
                  of 2014 was 10.6% at an optimal level of 15%. As a result, units of the
                  TPP and CHPP, designed for operation in the base mode, are used to
                  maintain a variable part of the load schedule of the grid. The work of

                  coal-fired power units in the mode of maneuvering capacity reduces
                  the  efficiency  of  their  work  and  increases  additional  fuel  costs  and
                  equipment.

                         Given  the  high  energy  intensity  of  the  country's  economy,
                  energy  efficiency  has  become  a  major  resource  and  a  guarantor  for
                  building  the  necessary  capacity  for  further  development  of  the  state
                  and society.

                         The state government pays special attention to the formation of a
                  regulatory  framework  and  the  development  of  targeted  programs  in
                  the field of energy saving. A large number of normative legal acts of

                  various levels (over 250 acts) have been developed, and a number of
                  measures  have  been  approved  by  the  relevant  state  acts,  including
                  taking into account the experience of European countries.

                         By the Decree of the President of Ukraine dated 12.01. 2015 No.
                  5/2015 approved the Strategy for Sustainable Development "Ukraine
                  2020". The main objectives of the state policy in the field of energy

                  independence under the provisions of the Strategy are to  reduce the
                  energy mix of GDP by 20% by the end of 2020 through the transition
                  to the use of energy efficient technologies and equipment, in particular
                  through  mechanisms  for  attracting  energy  service  companies,

                  implementation of projects using alternative energy sources, providing
                  100%  commercial  accounting  of  energy  consumption  (energy  and
                  fuel), etc.

                         The  Decree  of  the  Cabinet  of  Ministers  of  Ukraine  dated
                  November  25,  2015  No.  1228-r  approved  the  National  Energy
                  Efficiency  Action  Plan  for  the  period  until  2020  and  approved  the
                  Plan  of  Measures  for  the  implementation  of  the  National  Energy

                  Efficiency Action Plan for the period up to 2020, which is one of the
                  main obligations in the framework of the implementation of the EC
                  Directives  on  energy  end-use  efficiency  of  energy  and  energy

                  services.  According  to  the  plan,  it  is  envisaged  to  provide  energy
                  efficiency  at  the  rate  of  9%  of  the  average  end-of-year  energy
                  consumption  by  2020  by  implementing  measures  in  four  sectors:
