regulations;
- universality of law. The laws should be the same for the whole
state and accessible to all citizens and officials. All subjects are
subject to the law, any exceptions are not permissible;
- equality of all subjects of law before the law. The requirements
of the law and the responsibility for its violation are the same for all
citizens. Privileges should be legal;
- the unity of legality and suitability. The violation of the law
because of suitability is inadmissible (vital, local, corporate);
- inevitability of liability for an offense. On the one hand,
awareness of the inevitability of punishment is the main deterrent to
potential offenders; on the other hand, the inevitability of liability for
offenders increases the role of the law in the eyes of society, has an
educational role.
Lawfulness is inextricably linked to the rule of law. One can say
that the lawfulness is the process of applying laws, and law order is a
consequence of compliance with laws.
The law order is the state of ordering of social relations, which
are formed in the conditions of legality.
The content of law order is the lawful behaviour of subjects of
law. As a certain state law order is characterized by a real level of
compliance with the law, the provision and implementation of
subjective rights, the performance of legal obligations and compliance
with legal prohibitions by all individuals, legal entities, the state and
other subjects of law.
Its guarantees in the implementation of law order are of great
importance.
Guarantees of legality and law order are means by which law
and order are ensured in the society, they are divided into general and
special. The general ones include:
- economic guarantees – it is primarily a state of the economy,
which allows most citizens to meet their needs without crossing the
boundaries of the law;
- political guarantees of the law include the reality of the rights
and freedoms of citizens;
- social guarantees mean the presence of the middle class,
ensuring social protection of the population;
