4) own fiscal (tax) system and army treasure
were preserved while Moscow was to obtain
only a certain part for providing military
assistance;
5) tsar government had to pay salary to the
Zaporozhian army in case of being used
outside Ukraine;
6) a tsar voivode with an army (3 thousand
people) were to locate in Kyiv but had to live
on their own account and stay out of internal
affairs of Ukraine;
7) a hetman must not keep up diplomatic
relations with Turkey and Poland and inform
about diplomatic relations with other states;
8) A set of army issues were discussed
(means of general and regimental
maintenance, terms of common campaigns,
etc.). The original of the treaty of 1654 has
not been found yet, there are only lists of
articles, available in Russian. The meaning of
the treaty: 1) within international aspect it
certified the legal form of independence of
Ukraine on Polish-Lithuanian
Commonwealth; 2) it served as a legal
acknowledgement of Ukrainian internal
political autonomy by Russia.
On Russia’s part that treaty was treacherously
violated by the treaty of Andrusovo with
Poland in 1667. On Ukraine’s part, hetman I.
Vyhovsky dissolved it in 1658 and concluded
the Treaty of Hadiach with Polish-Lithuanian
Commonwealth.
