Autonomous Republic of Crimea, local state administrations and local self-
government bodies prescriptions (orders) on elimination of violations and
deficiencies in the field of labor protection, subsoil protection, safe operation of high-
risk objects;
4) prohibit, stop, suspend, restrict the operation of enterprises, individual
industries, workshops, sites, workplaces, buildings, structures, premises, production
and operation of machines, mechanisms, equipment, vehicles and other means of
work, performance of certain works, use of new hazardous substances, the sale of
products, as well as revoke or suspend the permits and licenses issued by them to
eliminate violations that pose a threat to the lives of employees;
5) bring to administrative responsibility employees guilty of the violation of
the legislation on labor protection;
6) send to employers reports on the inconsistency of individual officials in the
position, to submit the materials to the appropriate authorities for bringing them to
liability in accordance with the law.
3.2 Public Control over Observance with Labor Protection
Legislation
Public control over the observance of the legislation on labour protection is
carried out by:
trade unions, their associations in the person of their elected bodies and
representatives;
a person authorized by employees (In the absence of a trade union at the
enterprise).
The trade unions carry out public control over the observance of the
legislation on labor protection, creation of safe and harmless working conditions,
proper industrial and sanitary conditions, provision of workers with overalls, other
personal and collective protection. In case of threat to the life or health of workers,
trade unions have the right to require the employer to immediately cease work in
workplaces, workshops and other structural units, or in the enterprises or industries of
natural persons who, in accordance with the law, use hired labor (for the period
necessary to eliminate the threat to the life or health of workers).
Trade unions also have the right to carry out an independent examination of
working conditions and industrial objects that are designed, constructed or operated,
to comply with their regulations on occupational safety, to participate in investigating
the causes of occupational accidents and diseases and provide their conclusions,
submit to employers, public authorities and supervisors submissions on occupational
safety and receive a reasoned response from them.
