The activity of the Derzhpratci is directed and coordinated by the Cabinet of
Ministers of Ukraine through the Minister of Social Policy.
Decisions taken by the central executive agency responsible for implementing
State policy on occupational safety within its competence are mandatory for all
ministries and other central executive agency, the Council of Ministers of the
Autonomous Republic of Crimea, local state administrations, local authorities, legal
entities, and individuals that according to the legislation using hired labor;
3) Ministries and other central executive power agencies:
- Conducting a unified scientific and technical policy in the field of labor
protection;
- Develop and implement sectoral programs for improving safety, health and
working environment by the participation of trade unions;
- Provide methodological guidance to enterprises;
- Participate in the elaboration and revision of legal acts on labor protection;
- Organize training and testing on labor protection;
4) The Council of Ministers of the Autonomous Republic of Crimea, local
state administrations, local councils of people's deputies.
2.2 Management within the Sphere of Influence of the Employer
and Employees
Management within the sphere of influence of the employer is carried out
by:
Employers (employer ensures operation Occupational safety management
system, is fully responsible for the creation of appropriate, safe and healthy
working conditions, funded safety measures);
Labor Protection Service (this service carries out methodological guidance
work on Occupational safety, does instruct, provides all employees the
rules, regulations, instructions, personal protective equipment, is involved
in the investigation of accidents, etc.);
Heads of departments, supervisors.
1) Employers
According to Article 13 of the Law of Ukraine "On Labor Protection" that is
named: Management of Occupational Safety and duties of the employer: the
employer is obliged to create working conditions in each structural subdivision in
accordance with regulatory legal acts, as well as to ensure compliance with the
requirements of the legislation regarding the rights of employees in the field of labor
protection.
For this purpose, the employer shall maintain system safety management,
