The Constitution of Ukraine consolidated the republican form
of government in our country. Ukraine is a mixed (parliamentary-
presidential) republic, that is, the form of government combines the
features of parliamentary and presidential republics.
Thus, the head of state is the President, who is elected by the
popular vote for a term of five years. The highest executive body is
the Cabinet of Ministers of Ukraine. The Prime Minister, the Minister
of Defence, and the Minister for Foreign Affairs are appointed by the
Verkhovna Rada on the proposal of the President. Other members of
the Cabinet of Ministers are appointed by the Verkhovna Rada on the
proposal of the Prime Minister. The Cabinet is responsible to the
President and the Verkhovna Rada and is controlled by and
accountable to the Verkhovna Rada.
In accordance with the Constitution, Ukraine is a unitary state.
The territorial structure of Ukraine is based on the principles of unity
and integrity of the state territory, a combination of centralization and
decentralization in exercising the state power. The constitutional
foundations of the state system are a system of the basic principles of
the organization and activities of the state and its main institutions: the
forms of the state, the main elements (attributes) of its mechanism, the
basic functions of the state and the guarantees of the state system,
envisaged and consolidated in the Constitution. The basic principles of
the state system of Ukraine in accordance with the Constitution are the
principles of sovereignty and independence of the state, the
democracy of the state, the social and legal nature of the state, and the
unitarity (unity) of the state.
The form of state is a state system, that is, it is its territorial
organization, the form of state relations between the state as a whole
and its parts, their legal status. The territorial structure of Ukraine is
based on the principles of unity, indivisibility, inviolability and
integrity of the state territory. In resolving territorial issues, state
interests, thoughts of citizens living on the appropriate territory, the
need for the development of regional and local self-government are
taken into account. Ukraine is a unitary state. The territory of Ukraine
is divided into oblasts, districts, cities, districts in cities, villages and
settlements.
